What is a Changing Places facility?

Standard accessible toilets do not meet the needs of over 200,000 Australians with profound disabilities. A Changing Places facility fills this gap by providing a larger, fully equipped space for people who cannot use a toilet independently.

To achieve accreditation and provide true dignity, every facility must feature:

  • 12sqm minimum floor space: (3m x 4m) allowing ample room for the user and two carers.
  • Ceiling track hoist: A constant-charging system providing full room coverage.
  • Adult-sized change table: Height-adjustable to ensure safe transfers and prevent carer injury.
  • Peninsular toilet: Centrally positioned with space on both sides for assistance.

How is this different from a standard accessible toilet?

While universal access toilets (AS1428) meet many needs, people with profound disabilities require significant personal assistance for toileting, changing, or showering. Changing Places facilities ensure dignity and inclusion for these individuals by providing an adult-sized changing table, a ceiling hoist, and adequate space for two people to assist. These features go beyond basic accessibility to ensure everyone can safely enjoy activities like visiting a park or attending community events.

Who manages accreditation?

Accreditation is governed by Changing Places Australia. A registered assessor must approve the design before construction and verify the finished build. Once accredited, your facility is listed on the National Public Toilet Map and ready for community use.

When is a Changing Places facility mandatory?

Under the NCC 2019 (Vol 1) DtS Part F2.9 (as adopted by each state/territory), an Accessible Adult Change Facility (AACF) is required in certain new or redeveloped public buildings when these triggers apply:

  • Shopping centres (Class 6) with design occupancy ≥ 3,500
  • Stadia / sports venues (Class 9b) with design occupancy ≥ 35,000
  • Indoor aquatic facilities where the main pool perimeter is ≥ 70 m (in relevant Class 9b venues)
  • Museums / art galleries (and the like) with design occupancy ≥ 1,500
  • Theatres (and the like) with design occupancy ≥ 1,500
  • Passenger-use areas of airport terminal buildings (domestic/international public transport services)

The technical layout/equipment requirements are in NCC 2019 Specification F2.9, which is based on the Changing Places Technical Standard. Note: NCC compliance (AACF) is not the same thing as “Changing Places” accreditation.
